Richland Released Mugshot Records
Illinois FOIA section 2.15 includes an arrest photograph when and if available among specified arrest information, subject to lawful exceptions. That wording supports a request but does not guarantee a permanent public gallery. Richland's reviewed live feed showed images for current entries and no post-release archive.
A booking photo identifies a record at a point in time. It does not establish guilt, present custody, release reason, or destination. Pair it with booking number, dates, and the correct agency.

Richland Sheriff App Mugshots
The official sheriff search and official Richland sheriff app expose the configured inmate-search channel. The app listing confirms the local product, while the feed supplies VINE-hosted image endpoints.
No release module or post-release photo retention period was found. The Richland 24-hour release process explains why removal from the live list must be confirmed through records.
Request Richland Booking Photos
Use a narrow request for an existing image. The general county form is a documented fallback but is not labeled as a sheriff-specific portal, so direct the request to Corrections as well.
- Identify the person, booking or inmate number, and booking date.
- Ask for the booking photograph when available and releasable.
- Include the related booking/release transaction if context is needed.
- Request native electronic delivery and releasable parts after redaction.
- Use the county FOIA form and retain the submission record.
Illinois noncommercial FOIA requests generally receive a response within five business days, subject to a written extension. No local photo fee or retention period was found, so none should be assumed.
Richland Mugshots Outside Government
News coverage and third-party galleries may reproduce a photo after the source record changes. Such copies can omit dismissal, sealing, corrected identity, transfer, or release context. Return to the sheriff, court, or IDOC record before describing the image.
Commercial mugshot publishers and paid removal services are not endorsed or linked. An old image should never be treated as a live custody locator.
Richland Mugshot Sealing Effects
Illinois Criminal Identification Act section 5.2 governs sealing and expungement. Eligibility depends on the outcome and offense. A sealed public no-result is expected and is not proof that no event occurred. Use the statewide approved court forms and the Richland court file for the particular order.
Illinois Consumer Fraud Act section 2QQQ addresses paid removal and correction practices. It does not turn every old copy into an official source or guarantee that each photo disappears everywhere.
Richland Current-Feed Photo Policy
The strongest local photo route is the sheriff's current VINE-derived feed. The strongest historical route is a written sheriff request. An IDOC photo belongs to the state correctional profile and should not be mislabeled as the Richland booking image.
If identifiers conflict, leave the match unresolved. A photograph may aid a human comparison but cannot overcome a different date of birth, booking number, or agency.
No Richland Released-Photo Archive
Richland County publishes photographs through the current VINE-backed sheriff roster and its configured mobile app. No official released-photo gallery, recent-release module, or photo-retention period was found in the reviewed county sitemap, sheriff interface, or app features. A name and image leaving the live feed therefore says only that the current presentation changed.
For a historical photo, the defensible official route is a focused record request. Illinois FOIA section 2.15 refers to a photograph “when and if available.” That phrase does not promise that the sheriff retained the image, must disclose it without redaction, or will supply a chosen format. Ask the agency to state the legal basis and review rights if all or part is denied.
Richland App Photo Limits
The sheriff-branded Apple and Android product uses the same configured inmate search and image source as the local website. That makes the app a real current-booking-photo channel. It does not make website and app agreement independent verification because both may draw from one VINE event. Nor does the configuration establish a separate post-release archive.
Save the source, booking identifier, and access date if the image is needed to identify the correct record. Do not assume that an app image remains available after release. If the person disappears, use the booking number in a written request and obtain the release transaction separately. A photo can help distinguish two names, but it cannot prove why custody ended.
IDOC Photos Are Different
An Illinois Department of Corrections profile may include an institutional photograph for a person who entered state custody. That image belongs to the IDOC record. It should not be called the Richland County booking photo, even if the state commitment began with a Richland case. A county-only arrest may never create an IDOC profile.
Match the IDOC number, date of birth, name, status, and sentence rows before associating the state image with the local person. The IDOC photo also does not prove current custody or discharge. Read it with Offender Status, Location, actual or projected dates, and all active sentence rows. Federal BOP, ICE, and USMS locators generally should not be presented as public mugshot repositories.
Richland Sealing Search Limits
Richland filers use the Illinois Supreme Court's statewide approved expungement and sealing forms in the circuit that holds the record. Eligibility and waiting rules depend on the case outcome, offense, and history under 20 ILCS 2630/5.2. Expungement and sealing are different remedies, and neither should be reduced to a universal wait or automatic result.
A public case or photo disappearing after a lawful order is a limit on public access, not proof that the arrest, booking, or release never occurred. Respect the current official access status. When a photo remains on an outside page, the old copy may omit the later disposition or order. The Richland court file is the source for the particular case action.
Photo Context and Identity
A booking image records appearance at one point in an arrest process. It is not proof of guilt and cannot establish whether charges were dismissed, a sentence was imposed, the person transferred, or release occurred. Write the source agency, booking date, and access date beside the image reference. Then use the court and custody records for the later event.
Same-name matches require more than visual resemblance. Compare date of birth, middle name, booking or IDOC number, physical descriptors, agency, case number, and dates. If the photo seems similar but the identifiers conflict, report separate possible matches or leave the connection unresolved. Old news or commercial copies should never override the official identifiers.
Photo Request Denials
A pending case does not make every arrest fact automatically secret, but exemptions may protect juvenile material, private details, safety information, confidential sources, investigative content, or sealed records. The agency should cite the statutory basis for withholding and release nonexempt portions that can be separated. Ask for the booking and release fields even if the image itself is withheld.
No local sheriff photo fee schedule or retention period was found. Request native electronic delivery to limit cost and avoid inventing a price. FOIA controls access to existing records, while the Local Records Act and approved schedules govern lawful destruction. If the age of the image matters, ask Corrections which approved schedule applies.
Verify the Release Separately
The photo source and release source are often different. A sheriff image can confirm that a photograph accompanied a current Richland booking entry, but the live feed has no supported release field. Call Corrections at 618-395-7483 and ask whether custody ended by community release or transfer. For durable proof, request the actual release timestamp, disposition code and definition, receiving agency, and commitment or release document.
Use Judici for the court chronology and the Circuit Clerk for an official order or disposition. If the person entered state custody, the IDOC profile may supply a different institutional image plus status and date fields. Keep those images labeled by agency. A county booking photograph, IDOC institutional photograph, registry image, and news copy are not interchangeable records, even when they depict the same person.
Illinois Publication Rules
Access to an arrest photograph and publication of that image are separate questions. Illinois law identifies a photograph “when and if available” within specified arrest information, subject to legal limits. Other state provisions restrict some law-enforcement publication of booking photographs on social-networking sites for low-level matters, with stated exceptions. Those rules do not create a guaranteed online archive for Richland releases.
Section 2QQQ of the Illinois Consumer Fraud Act addresses businesses that publish criminal-record information and seek payment to remove, correct, or modify it. It is an anti-pay-to-remove protection, not a substitute for the sheriff's record and not a promise that every outside copy will vanish. Avoid commercial galleries as evidence. Use the originating image, the current court disposition, and the custody transaction to retain context. No photo should be framed as proof of guilt or of a person's current location.

A press copy can outlast the source page and may not reflect dismissal, sealing, or later correction. Return to the sheriff and court records before describing the event. The absence of a current public image is not proof that no booking occurred.
