Federal Custody After Richland
A Richland County arrest does not automatically produce a federal prison record. The Bureau of Prisons inmate locator applies to people serving or formerly serving a federal sentence in BOP custody from 1982 forward. A federal defendant who has not yet reached that stage may be held for the U.S. Marshals Service in a contract jail. The person might appear on a local roster even though the federal court and USMS control the case and movement.
Local custody can also end through a federal transfer. If a name disappears from the Richland County Sheriff's current list after a federal hold, do not describe the event as community release. Search the BOP Release Record
The BOP locator is the strongest public starting point when the person actually served a federal prison sentence. Search by a federal register number when one is known. Otherwise, use the name fields and narrow the results with age, race, or sex. Names can collide, so compare at least two identifiers before connecting a result to the Richland County person.

- Compare the result's identifying details with the federal docket or known booking record.

A result marked Released with a date supports release from BOP custody. It does not prove the sentence ended with an unrestricted return to the community. Supervision, a detainer, another sentence, or transfer to a different authority may follow. “Not in BOP custody” is even narrower. It says only that BOP does not presently hold the person and does not rule out USMS, state, county, or immigration custody.
What BOP Results Establish
Each federal source answers a limited question. Keeping those limits in view prevents a blank screen or status label from becoming a false release claim.

USMS Pretrial Custody
The U.S. Marshals Service prisoner program manages many federal defendants before commitment to BOP. USMS can use state and local contract beds, so the building and legal custodian may differ. There is no public USMS historical prisoner locator comparable to the BOP locator. A failed BOP search may therefore be expected rather than evidence of release.
Use the federal case number to identify the responsible judicial district and contact that district's USMS office about its confirmation procedures. Person-specific details may be restricted. If Richland County was the last known site, call Corrections at 618-395-7483 and ask for the receiving agency shown in the jail transaction. A transfer record supplies the bridge from the local roster to federal custody. It also distinguishes a federal movement from a community release.
Was the person released or moved? A name leaving the Richland roster proves neither. Ask for the local custody-end time, transaction type, and receiving agency, then verify the next status through USMS, BOP, or the federal court.
Federal Court Case Check
The federal docket is the durable source for charges, detention decisions, plea and sentencing events, release orders, and later supervision proceedings. Start with the PACER Case Locator when the district or case number is unknown. Once the case is found, read the docket chronology instead of relying on one entry. An order may authorize release but not show when jail staff completed it. A sentence entry may point toward BOP intake without naming every transport stop.
Match the docket with the custodial record. A court release order plus a Richland release transaction can establish both legal authority and the local exit. A BOP record then answers whether the person later entered or left federal prison. If the docket shows a detainer or remand, treat the roster disappearance as a likely movement until the receiving custodian confirms otherwise. When the same name appears in two systems, compare date of birth, middle name, federal number, case number, and dates. Do not join records on name alone.
Request the Richland Transfer
The Richland sheriff's online inmate search is a current VINE-fed list and has no supported historical release field. Directory hours are Monday through Friday, 8:00 a.m. to 4:00 p.m. A 2022 inspection lists 221 W. Market, so call before visiting.
Ask for an existing booking and release transaction for the named person and date range. Useful fields include the actual custody-end timestamp, release or transfer code, code definition, receiving agency, commitment or release document, and any detainer entry that may be disclosed. The county FOIA form is a fallback, though it is not labeled as sheriff-specific. Illinois FOIA generally requires a noncommercial response within five business days and permits a written statutory extension. Requesting existing records is more precise than asking the agency to explain the full case.
Where Federal Custody Goes
A BOP release may lead to federal supervised release, which is court-supervised and differs from Illinois parole or mandatory supervised release. A person can also leave BOP for another sovereign's warrant or an immigration detainer. The BOP status should be reported as one event in a timeline, not as a broad statement that every form of custody ended.
If ICE receives the person, continue with the ICE detention system and DHS-VINE. If the federal court released a pretrial defendant, check the docket for conditions and use the custodian's record for execution of the order. If no public result appears, verify spelling and identifiers, check PACER, contact the responsible USMS district, and request the Richland transaction. A safe conclusion names the systems searched and the date searched. It does not turn absence into proof.

When BOP Finds No Match
A blank BOP result has several possible causes. The person may never have entered BOP custody, may still be a USMS pretrial prisoner, may have been housed under a different legal name, or may have a record that predates the locator's general 1982 coverage. A number entered in the wrong search category can also fail. Check whether the identifier is a BOP register, DCDC, FBI, or INS number, and confirm each digit against the court file.
Next, review the federal docket for custody and sentencing milestones. A detention order points toward USMS, while a judgment imposing imprisonment may lead to BOP after designation and transport. The gap between those events can be substantial, and a local contract jail may remain the physical site. Contact the responsible district when the public sources do not resolve current federal control. If Richland County appears in the timeline, request its booking and transfer entries. State the negative result narrowly: no matching BOP public result was found on the search date. That wording leaves room for another custodian, an identifier problem, or a record outside the tool's scope.
